Arroyo was never involved in fertilizer fund mess - Bolante

MANILA, Philippines - Former Agriculture undersecretary Jocelyn Bolante on Thursday shielded Malacañang from the fertilizer fund scam.

Answering a query from Senator Manuel Roxas II on when President Gloria Macapagal Arroyo approved the fertilizer fund, Bolante categorically said the President had no involvement in the fertilizer fund project of the Agriculture department.

"President Arroyo has never been involved and is not involved in this particular project of the Department of Agriculture," Bolante said in response to Roxas' initial question.

"The project that you are referring to is the P728 million farm input and farm implement program was approved and processed by the DBM. It did not require the approval of President Arroyo," Bolante added.

Roxas, however, did not accept Bolante's answer, saying Arroyo is known to be a micro-manager.

Roxas recalled an earlier hearing where former budget secretary Emilia Boncodin, when asked if "the president knew about" the fund, had replied, "I would imagine so."

Bolante said the P728-million fertilizer fund was part of the unutilized savings from the 2003 budget.

"It came from the 2003 budget, which simply shows it was something we did not work on on Feb. 3 ... Then Secretary (Luis Jr.) Lorenzo made an official request to the DBM Sept. 4, 2003 for the release of the funds for the farm input farm implement requirements of the DA," Bolante said. - Mark Merueñas, GMANews.TV

Pirates seize RP tanker, 23 Pinoy seamen near Somalia

MANILA, Philippines - Pirates have hijacked a Philippines chemical tanker with 23 crew members near Somalia, officials said on Tuesday.

Acting Philippine Foreign Secretary Esteban Conejos said the Philippine-flagged and operated chemical tanker MT Stolt Strength was hijacked on Monday .

Citing reports from Philippine Embassy in Nairobi, Kenya, Conejos said the ship operator confirmed that tanker's crew were all Filipinos.

Spokesman Claro Cristobal of the Department of Foreign Affairs (DFA) said all crew members were reported unharmed. He said the DFA is coordinating with the ship owner to secure the early and safe release of vessel and its crew.

Noel Choong of the International Maritime Bureau earlier said the ship was heading to Asia when it was seized Monday in the Gulf of Aden by pirates armed with automatic weapons and RPGs or rocket-propelled grenades.

The bureau has issued an urgent warning to ships to take extra measures to deter pirates. No further details were immediately available.

The Gulf of Aden, an important waterway in the Horn of Africa, has seen a recent spate of piracy incident this year, owing to its proximity to unruly Somalia where sea bandits often hijack vessels passing through.

The attack comes despite increased international cooperation to crack down on pirates in the Gulf of Aden.

MT Stolt Strength’s hijacking brought the number of attacks in the area this year to 83, with 33 ships hijacked. Choong says 12 remain in the hands of pirates along with more than 200 crew members.

The latest hijacking also raised the number of Filipino seamen being held by pirates in North Africa to 89.

From July to October this year, the DFA has recorded 127 Filipino seamen on board 11 ships who were hijacked in the Gulf of Aden.

Of the number, 61 have been released so far, including the body of one who was killed in an accident in August when pirates boarded the Malaysian ship M/T Melati Bunga Dua.

Cristobal said there are still 66 other Filipinos who are still held by the pirates on board five ships.

These are the:

• MT African Sanderling, a Panama-flagged, Korea-owned, Japanese-operated bulk carrier, with 21 Filipinos, seized on Oct. 15;

• MT Stolt Valor, a Hong Kong chemical tanker with two Filipinos and 31 other nationals, seized on Sept. 15;

• MV Centauri, a Greek-owned tanker with 26 all-Filipino crew members, seized on September 17; and

• MV Capt Stephanos, Greek-owned ship, with 17 Filipino seafarers on board, seized on September 21.

Because of the hijackings, the Department of Labor and Employment declared the Gulf of Aden as a high-risk zone and ordered ship owners to double the hazard pay of Filipino seafarers crossing these areas.

Likewise, Filipino seamen were given the option to disembark from the ship should they decide not to continue with the voyage because of the risks involved.

The Philippines supplies one-third of the world’s shipping manpower with about 270,000 Filipino seamen employed by foreign maritime agencies, making them the most vulnerable and prone to pirate attacks.

Another attack

Choong of International Maritime Bureau said there was an attempted attack on Monday on a refrigerated cargo ship in eastern Somalia, but the vessel managed to escape with evasive maneuvering. The ship flies a Saudi flag but is operated out of Britain.

Separately, the Indian navy said its marine commandos operating from a warship prevented pirates from hijacking an Indian merchant vessel in the Gulf of Aden on Tuesday.

Choong said the bureau was still verifying the attack with the Indian ship owner. He said there were several other attempted attacks Tuesday, but details are still being ascertained.

The bureau has issued an urgent warning to ships to take extra measures to deter pirates even while sailing in a corridor of the gulf patrolled by a multinational naval force.

"The corridor is protected, but safe passage is not 100 percent guaranteed. The patrol boats cannot be everywhere at the same time. The ship master must maintain a strict radar watch for pirates," he said.

Many ships have managed to fend off pirate attacks after seeking help from the coalition forces, he added.

NATO has sent three ships to the Gulf of Aden - one of the world's busiest shipping lanes - to help the US Navy in anti-piracy patrols and to escort cargo vessels.

The European Union has said at least four warships backed by aircraft will begin policing the dangerous waters in December. The EU flotilla will eventually take over the NATO patrols.

Bustamante and Orcollo glide to the semi-finals

LOUI GALICIA, ABS-CBN Europe News Bureau - Francisco "Django" Bustamante and Dennis "Robocop" Orcollo continued their winning streak as they glided to victory during the quarter finals of the 2008 PartyPoker.net World Cup of Pool in Rotterdam, Netherlands.

The dynamic pair mercilessly dashed all hopes for the Japanese duo of Naoyuki Oi and Satoshi Kawabata for a slot in the semi-finals, winning 9-2 in the race to nine.

Unlike Friday's nerve-wracking match, Saturday was very smooth to the delight of spectators.

Bustamante and Orcollo opened the rack but the witty and sometimes funny Japanese pair evened the score to 1-1.

The Pinoys seemed to be in their best form ever and took the lead of 3-1, until Orcollo missed in round five, giving the Japanese team their second but last point.

Saturday night saw Orcollo making a few blunders but which didn't cause any damage as the Japanese pair seemed to have lost control of their cues, missing out on every opportunity to stay in the game.

Bustamante and Orcollo are currently facing the USA team of Rodney Morris and Shane Van Boening, whose favorite pool player is Bustamante, in the semi-finals Sunday afternoon.

Orcollo said that they were in a rush to finish the match as they were already starving.

"Gutom na eh, minadali na ng kasama ko," Orcollo said.

The Pinoys, even if highly forecasted to win the title, remained modest and hopeful that they can reclaim the title for the Philippines which was won by Bustamante and Efren Bata Reyes in 2006.

"Pwedeng mangyari, pwedeng hindi, nasa tirahan lang naman yan eh," Bustamante said.

A Dutch spectator who is known in the local pool community being the owner of The Hague Five snooker place thinks that the Philippine team is the best of all teams this year.

"The Philippines are more of a team, even if they didn't take the magician [Reyes], Steven (no surname) said.

He predicts that Bustamante and Orcollo will topple the Americans in the semi-finals.

"If they play tomorrow (Sunday) like they play tonight (Saturday), they're much more of a team than the way the Americans play," Steven said.

Two loyal Pinoy supporters from Hoofdorp, Vic Blanza and Joel Perez, are positive that the Philippines will be in the finals.

They should know, having endured the two-hour drive to the venue to watch Bustamante and Orcollo play since Thursday.

Somali pirates release 20 Filipino seamen

MANILA, Philippines (AP, Oliver Teves) — Somali pirates freed 20 Filipino seamen from a hijacked ship they held for more than 80 days, officials said Friday, as the government doubled the pay of sailors passing through pirate-infested international waters.

Pirates also released 29 Iranian crew members and their cargo ship hijacked off Somalia's coast in late July, Iran's official news agency said Friday.

IRNA quoted the Iranian shipping agency as saying the crew was safe and their vessel, Iran-Dianat, was sailing home. It did not say if any ransom was paid, but hostages in Somalia are usually freed in exchange for money.

Philippine Foreign Affairs Undersecretary Esteban Conejos said the all-Filipino crew of the Japanese-operated bulk carrier Stella Maris, also seized in July, was freed late Thursday. He said the sailors were "well and safe" and their ship was headed to Muscat, Oman.

He said 47 Filipinos on three other ships were still in the hands of Somali pirates.

Meanwhile, a Somali official said a ship carrying cement to the East Africa country was hijacked late Thursday. The hijacking came after NATO joined a growing international force to protect vessels off the perilous coast.

Labor Secretary Marianito Roque said the Philippine Overseas Employment Administration has approved a resolution doubling the salary of Filipino sailors passing through dangerous waters.

Roque said the agency gave Filipino crewmen the option to disembark at the nearest safe port before their vessels sail through dangerous waters like the Gulf of Aden. Recruiting agencies and shipowners agreed to abide by the government's decision, he said.

More than 270,000 Filipinos work on foreign vessels, accounting for about a third of the world's shipping crews.

Government records show 117 Filipino crewmen have been seized by Somali pirates in 11 attacks since April. There were 20 Filipinos seized in one incident in 2006 and 10 in two attacks last year.

The pirates have released most of the hostages. It was not clear if a ransom was paid.

Ali Abdi Aware, foreign minister of the semiautonomous region of Puntland in Somalia, said the crew of the ship hijacked late Thursday is believed to be Syrian and Somali.

NATO said Thursday it would send seven ships to the treacherous waters where pirates are negotiating the release of the MV Faina, a Ukrainian ship hijacked two weeks ago.

Pirates have seized more than two dozen ships off Somalia's coast this year but the MV Faina has drawn the most international concern because of its dangerous cargo — 33 tanks and other heavy weapons.

Getting Back On Track

I was too busy working on my entries the past month and I told myself that I'm giving up but now, as it is holiday season and it seems like I'll be having some free time, I will spend some more time to my sites and try to get them back on track.

I want that camera which will be given away this 2nd checkpoint!!!

Getting Hyped With Sm Hypermarket

My family went out to have our family day. It has been my moms request to go to mall of asia (di pa cia nakakapunta doon eh kawawa naman ) and because we are good children, her request was granted. The travel going there is a bit tiring, the weather is too hot (i thought rainy days are here already, huh, dry spell ...) Our first destination is for our NIKO, the 2 year old kid thats turning our world a bit different now. He asked for transformers, barney, 3D figurines but none were given to him thanks of course to the talents of yours truly. The mall is big maybe that's why its called mall of asia for after several hours of walk, our feet are tired already and we opted to seat and take some refreshing drinks. Then all of a sudden my brother announced the most wonderful thing i ever heard for the day "Lets eat dinner, Sagot ko!!!! Everybody shouted "Yeheey" and the next thing that happened is a debate. Some wanted pizza, Niko shouted for fries, i said i want a full meal, jane said, "kahit ano daddy", while my mom just lifted her shoulders.

During the debate proceedings ( we are doing this while walking) we suddenly stopped at a familiar looking place.. its called Taste of Asia. It looks like some place like Dampa, a seafood market but with a bit of class. The place is clean with a variety of food to choose from. I saw aquariums with live fish, shrimps and shellfishes on it. My nephew niko, enjoyed looking at these creatures and kept on asking us the english terms of each organisms. We all moved around and looked at each others eyes and said lets try it here. My brother swiftly looked for vacant seats and found comfortable seats in an air conditioned room nearby. Everybody was too excited for seafoods is our favorite. I started to hear requests for calamares, shrimps and tuna belly, and of course the most popular tag line by my mom "kahit ano". After getting all their request, i went to the market and chose the food that we have in mind. Now this time all request was granted.

After the meal, we went to the SM Hypermarket for our groceries. I was very much impressed for the hypermarket is so complete. Everything that you need is there and arranged neatly. I did not feel tired for you can easily identify where to find the things that you need. It took us only 30 minutes to finish. Actually, there are some things that really impressed me in my first shopping experience at the Hypermarket, first, the fresh meat and vegetable section is very clean, complete and appealing. Another, the staff of the establishment are very much attentive that with the number of shoppers, there are no long lanes in all the paying counters. With these, i am sure that i will be a frequent customer of SM Hypermarket.

Great Start For My Entries

I have seen almost 4 of my entries earlier in the first page of google and it makes me happy. I just hope it stays for good as we will still work hard to keep those rankings for this Paradise Philippines contest. I am also seeing some good rankings in the two other search engines yahoo and msn wherein several entries of mine shows in various results.
I'm looking forward on taking this new entry again to the top 10 pages of the results.

Paradise Philippines 101

Wordpress sucks!!! This is what I have said to myself earlier after seeing my 2 entries for the "Paradise Philippines" seo contest which runs under wordpress.com suspended!
I don't know what's in their mind, and I don't know of any violations I have made against their terms...so they really suck!!!
Anyway, I'll be working out on this blog as my newest entry for the seo contest! For sure it's not yet late to aim for the top spot in the rankings as the contest will end January of 2008.
Better watch out for more!!!
